Skills Builder Partnership is a global movement of employers, educators, and impact organisations working together to ensure that one day, everyone builds the essential skills to succeed.

Since 2008, the case for building essential skills has moved from intuitive to robust: the Essential Skills Tracker 2023 report showed that higher levels of essential skills boost earnings, job and life satisfaction, and halve the likelihood of being out of work or training. They boost perseverance, self-belief and life satisfaction. But access to these skills isn’t fair, and where they are missed, it undermines social mobility, productivity and wellbeing.

In 2020, we launched the Skills Builder Universal Framework, a transformative approach to building the essential skills of individuals at every stage of life, making it possible for everyone to teach, learn, and measure essential skills. It breaks the 8 essential skills down into a sequence of steps, starting with absolute beginner through to mastery.

Powered by over 900 leading organisations across education, employment and the third sector, the Universal Framework has now been backed by the UK government in statutory guidance.

The Skills Builder Inclusive Organisations Cluster has brought together the huge expertise of a range of key partners who build essential skills in an inclusive way.

These contributions, aligned to the voices of neurodiverse and disabled people’s experiences, are the driving force for the Skills Builder Inclusive Organisations Guide. The Guide is to support organisations to use the Skills Builder Expanded Universal Framework and contains practical support on skill development, including key considerations when working with a range of learners.
